My cruise control is still set up on C key but when i try to activate it i see the message : retarder activated on my route advisor but the speed go down, it doesnt work like it use to. Any idea what going on ?

The retarder seems to activate automatically when the cruise control is set when using keyboard and mouse controls, even if the automatic retarder option is unchecked in game play options. The retarder is a more powerful aux braking system it will almost pop you through the windshield on a good day. The benefit of the retarder is it is not dependant on the transmission or the engine, you can slip your transmission in to neutral and the retarder will keep braking (Volvo now use this technique on their I-See range)
Not sure what is going on, but my C key is mapped to Cruise Control. Everytime I press C it states "Retarder is Activated" Use . key to deactivate. I press the . key, but then the same thing happens everytime I press the C key to turn on cruise control? I checked my key mapping and the C key is mapped to Cruise Control. What is going on?? You probably mean inverted brake axis. That would mean that brakes are fully applied when the brake pedal is released. Truck speed limiter - This option can lock the maximum speed at 90 km/h (55 miles per kilometer). If it is turned off, your truck can ride faster. If it is turned off, your truck can ride faster. Automatic retarder - ETS2 automatic retarder activates during the braking.

If you are playing with keyboard you should deactivate the air simulation in the settings because you can't press your brake "only a little bit" with a key.
