The only DLCs where you "know" what you are getting into are HH and LR. HH is sold as a caravan job and would make sense for when the courier needs some downtime from the mojave. The low level would even allow you to do it before confronting Benny in the Strip. The fact that the DLC does deal with when to fight and when to run does make it

Christine is a brotherhood of steel assassin, her mission to hunt down Elijah, and kill him. She followed him for a long time, but was eventually trapped in a defective auto doc. Her vocal cords were ripped out, and she was tourtured for two weeks by the auto doc. Christine is an interesting companion.

Playing Fallout 4 with improved visuals and some new things to do will be nice, but many fans will have to wait a long time for an experience that reinvigorates their love for the games. Fallout 4
Whenever you want, though preferably after you've hit the level recommendations you get right before you start a DLC. While the DLCs have their own interweaving story elements, the DLC storyline mostly exists in parallel to the storyline in the Mojave. Therefore, generally speaking it doesn't matter much when you do the DLCs, story-wise.

Here are the DLC ranked in order of best to worst, in my own opinion. Take it however you will. Old World Blues: It's hilarious at times, it's dark at times, but no matter what, it's well-executed. It maintains the open world feel that I've come to love from Fallout, which is missing in some other DLCs.
