That means that you can enable cheats, cheat(for example give yourself all the weapons), disable cheats, save, load the save and then the achievements should still work. If you keep an eye on the console, when the boolean value 'sv_cheats' is set to 1, all achievement progress is negated (stepping on grubs, breaking caches, etc). You need to complete these with cheats turned off. However, it IS accurate that you can turn off cheats right before attaining an achievement or making progress on it and still get it.

Yes you can, but turning on sv_cheats 1 will disable achievements, so I wouldn't recommend it. you dont need sv_cheats for it alot of commands dont need it like the give command
