If you open big picture mode on Steam, then go to your overall steam settings (the cog) and controllers, you need to tick PS4. Then when you go to GTA cog settings, you should see PS4 controls. Ok that. Then open it through steam big picture and it has been working for me now. Hope this helps.

I use an xbox one controller and also an xbox360 controller, i actually prefer the 360 controller. These controllers plug and play and are instantly automapped for gta. Though the xbox one controller might need a better driver because you can get severe input lag on the xbox one controller without a certain special xboxone controller driver.
